Parking of vehicles in Ukraine is regulated by a number of rules that all drivers must take into account.

  1. Paid parking. Paid parking is usually located in city centers and other busy places. Motorists must pay for parking time via parking meters or mobile applications. The cost may vary depending on location and time of day.
  2. Free parking. Free parking can be found in residential areas or on the outskirts of cities. They do not require payment.

Parking can be carried out:

  1. On the shoulder. Leaving a car on the shoulder of the road is permitted, but only if this does not violate the traffic rules. Most often shoulders are prohibited for parking in areas with high footfall or near intersections.
  2. On the sidewalk. This is another option for placing a vehicle; however, you should approach this type of parking with caution, as it is often associated with violations of traffic rules. Is parking on the sidewalk allowed? It may be convenient, but it is often accompanied by risks, and it is very important to follow the rules so as not to create inconvenience for other people and not to break the law. When parking on the sidewalk, it is important to observe the pedestrian passage width standard specified in the Traffic Rules. Main vehicle parking rules in Ukraine

Ukraine has clear parking rules regulated by the Traffic Rules (hereinafter — TR) that all drivers must follow. A car may only be left in permitted places. You must take into account signs and markings that indicate where you can and cannot park. It is also important to monitor the time during which it is allowed to leave the vehicle.

Parking near pedestrian crossings

Parking in front of a pedestrian crossing is strictly prohibited. This is necessary to ensure pedestrian safety and road visibility. The prohibited zone begins 10 metres before the crossing and ends 10 metres after it. Drivers should avoid creating obstacles for pedestrians. In addition, complying with this rule helps avoid blocking the main carriageway. The rules are also aimed at improving visibility and safety on the roads, especially in busy areas with high foot traffic. Parking at public transport stops

How many meters from a bus stop can you park in Ukraine? Parking at public transport stops is also prohibited. Drivers must park the vehicle 30 metres before or after a public transport stop or shuttle stop; if there is no stop platform, then 30 metres before or after the “public transport stop” sign. This is necessary so that passengers can safely board and alight and so as not to obstruct the movement of public transport. It is best to leave the car in specially designated places if available. Respect for other residents will help avoid conflict. This is where parking rules near residential buildings in Ukraine are relevant — avoid blocking access, do not obstruct emergency exits and always consider neighbours’ needs. Where parking is prohibited

Where parking is prohibited in Ukraine:

  1. the vehicle blocks traffic light signals;
  2. on railway crossings and tram tracks;
  3. on overpasses and bridges, pedestrian crossings;
  4. if the distance between a solid or broken line of marking or another edge of the roadway and the stopped vehicle is less than 3 metres;
  5. in places where counter-flow is impossible after stopping;
  6. closer than 5 metres in locations where containers for collecting garbage and waste (including construction waste) are installed.

Is parking on the sidewalk allowed?

Parking in Kyiv and in any other city of Ukraine on sidewalks is prohibited, but there are cases where you can leave a vehicle there. Parking on sidewalks is allowed:

  1. if a special sign permitting such parking is installed;
  2. if more than 2 metres remain for pedestrian passage and there are no prohibiting signs.

If it is impossible to observe this condition, it is better to use alternative parking places.

Note that if parking is prohibited on the road, leaving a vehicle on the sidewalk is also considered a violation of the rules, since, according to Ukrainian legislation, sidewalks adjoin roads and road signs and traffic rules apply to them. In this section it is also useful to mention how to park properly — follow markings, keep clear pedestrian passage (at least 2 metres), and do not block ramps or entrances.

What are the fines for incorrect parking?

All fines are defined by the Code of Ukraine on Administrative Offences (hereinafter — CoAO). Parking, stopping and standing are covered by Article 122 CoAO and Article 152-1 CoAO. Let us consider fines and their amounts (as of 3 September 2025):

  1. Violation of parking or stopping rules results in a fine of 340 hryvnias. This category covers violations of signs, i.e. if the driver did not comply with the “stop” or “parking prohibited” sign.
  2. Violation of rules regarding the placement of vehicles on the carriageway entails a fine of 510 UAH. This category includes:
    1. failure to observe the distance to a pedestrian crossing (less than 10 metres);
    2. failure to observe the distance to courtyard exits (less than 10 metres);
    3. failure to observe the distance to a stop (less than 30 metres);
    4. failure to observe the distance to garbage bins and other containers (within 5 metres);
    5. failure to observe the distance to intersections, passages (less than 10 metres);
    6. failure to observe the distance to a railway crossing (less than 50 metres).
  3. Stopping vehicles that hinder traffic or threaten road safety, as well as parking or stopping a vehicle in lanes designated for public transport, entails a fine of 680 UAH.
  4. If all of the above violations have led to an emergency stop, a fine of 1445 UAH will be applied or deprivation of the right to drive vehicles for 6 to 12 months. An emergency situation may be caused by parking near a pedestrian crossing, an intersection, a transport stop, and other cases.
  5. Stopping or parking a vehicle in a spot (marked and/or signed) for disabled persons results in a fine from 1020 to 1700 UAH.

Fine amounts are always multiples of the “non-taxable minimum”, which as of 2025 is set at 17 UAH. When the minimum changes or legislation is amended, check the relevant articles of the CoAO that specify the amount of punishment. For this case, the amounts of liability are indicated in Articles 122 and 152-1 CoAO.

In what cases can a vehicle be towed by parking inspection officers?

For incorrect parking, a vehicle may be towed only in strictly prescribed cases:

  1. leaving a vehicle in public transport lanes or if the vehicle, due to stopping, creates obstacles to traffic or threatens safety (part 3 of Article 122 CoAO);
  2. parking or stopping vehicles in places with special parking signs or markings, including electric vehicle spots (part 7 of Article 122 CoAO, part 8 of Article 152-1 CoAO);
  3. parking vehicles in places with special purposes defined by signs or markings, including disabled spots (part 2 of Article 152-1 CoAO);
  4. parked vehicles that significantly hinder road traffic.

Vehicles that significantly hinder road traffic, and therefore may be towed, according to part 3 of Article 265-4 CoAO, are those that stopped, parked or were left:

  1. on the carriageway in 2 or more lanes;
  2. placed in prohibited stopping or parking places according to the TR:
    1. on railway crossings;
    2. on tram tracks;
    3. on overpasses, bridges, flyovers and under them, in tunnels;
    4. on pedestrian crossings and closer than 10 metres on both sides of a crossing, except in cases of stopping to yield right of way;
    5. at intersections and closer than 10 metres to an intersection when there is no pedestrian crossing (if present, the 10-metre rule from the pedestrian crossing applies), except when stopping to give way at T-junctions where there is a solid or dividing line;
    6. on the carriageway where the distance between the solid marking line or the opposite edge of the carriageway and the stopped vehicle is less than 3 metres;
    7. closer than 30 metres from boarding platforms or public transport stops, and if absent — closer than 30 metres from the sign of such a stop;
    8. closer than 10 metres to places marked as road works and in the road works zone;
    9. in places where it will be impossible for oncoming traffic to pass after stopping or parking;
    10. closer than 10 metres to exits from adjacent territories and directly on the exit place;
    11. places for electric vehicles and disabled persons;
    12. making pedestrian movement impossible (including the 2-metre rule from the vehicle we described above);
    13. parking in a public transport lane;
    14. stopping or parking on a bike lane;
    15. the vehicle interferes with municipal or snow-clearing equipment during a state of emergency;
    16. the vehicle violates the parking scheme such that it blocks passage across two or more lanes.

What to do in case your car is towed?

What to do if a tow truck has taken your car? If you do not find the vehicle, call 102 (police) and you will be informed about the towing or use digital services:

  1. when renting a car in Kyiv — the “Kyiv Digital” app, for iOS or Android ;
  2. when renting a car in Dnipro — it is better to use the police phone 102;
  3. when renting a car in Lviv — also use the police phone 102.

When you learn that your vehicle has been towed due to incorrect parking and is at impound lot “N”, the algorithm of actions is as follows:

  • If the car was towed in Lviv:
    • go to the impound lot, pay the fine and service;
    • present the vehicle registration certificate;
    • retrieve the vehicle
  • If the car was towed in Dnipro, similarly to Lviv:
    • go to the impound lot, pay the fine and service;
    • present the vehicle registration certificate;
    • retrieve the vehicle
  • If the car was towed in Kyiv, it is best to:
    • pay the cost and services via “Kyiv Digital”;
    • go to the impound lot with the vehicle registration certificate;
    • retrieve the vehicle

Pay the fine amount; in Kyiv it is best to do this via the Kyiv Digital app — it is more expensive but definitely faster, you will not have to wait at the impound lot; in Dnipro go to the impound lot, get the payment details, pay and collect the vehicle. How much does it cost if the vehicle was towed?

How much does it cost to retrieve a car from the impound? If the vehicle was towed, your expenses will include:

  • the amount of the administrative fine — we indicated above all types of liability and it ranges from 340 to 1700 UAH, depending on the violation;
  • the tow truck cost — depends on the city: in Lviv, Dnipro, Kyiv the prices differ, and also on whether the police or the parking inspection towed it. For example, the cost of towing by the police in Kyiv is 1.5 times more expensive, and the cost of towing in Dnipro by parking inspection officers is always higher than the cost of towing by the Kyiv inspection.
    • Tow cost in Dnipro — 2900 UAH;
    • Tow cost in Lviv — about 2750 UAH;
    • Tow cost in Kyiv — 2050 UAH, but if towed to a distant police lot it can reach 5000 UAH.
  • impound lot fee — 144 UAH per day of vehicle storage up to 7 days, starting from day 8 — 24 UAH/day;
  • bank fee — small up to 20 UAH, but if paid via “Kyiv Digital” up to 300 UAH.

What to do if an rented vehicle is towed?

  3. Rely on the service that will retrieve your vehicle and pay the fine. If personal belongings remain in the vehicle and you want to continue your trip in it, ask support to pay the towing fines and provide electronic documents for collecting the vehicle at the impound.
  4. Reimburse the service for the fines. If you retrieve the vehicle yourself — collect it from the impound lot.
